OPINION AND ORDER granting 96 Defendants' Motion for Summary Judgment; and denying 92 Plaintiff's Motion for Summary Judgment. The Court finds that the declaratory judgment and injunctive prayers for relief do not constitute independent causes of action; that all the federal claims in this case have been dismissed. The Court declines to exercise supplemental jurisdiction over Plaintiff's state law claim, pursuant to 28 U.S.C. § 1367(c)(3), which is dismissed without prejudice.
