Petitioner's petition will be filed upon payment of the full filing fee of $5.00. This figure is based on twenty percent (20%) of deposits made to Petitioner's account for the six (6) months preceding the filing of his petition. In this case, twenty percent (20%) of the total deposits exceeds the maximum statutory filing fee of $5.00. 2. Petitioner may explain any special circumstances that justify excusing any portion of the payment provided above. 3. Failure to pay the required fee or to file an explanation as outlined above within eleven (11) days of the date of entry hereof will result in the dismissal of this action pursuant to Fed. R. Civ.
