MEMORANDUM OPINION AND ORDER as follows: (1) 11 Renewed Motion to Dismiss is GRANTED; (2) All of Plaintiffs' claims pursuant to 42 U.S.C. § 1983 for declaratory relief against Chapman in her official capacity as Secretary of State are DIS MISSED WITH PREJUDICE; (3) The Court declines to exercise supplemental jurisdiction over Plaintiffs' claim pursuant to Alabama law and such claim is DISMISSED WITHOUT PREJUDICE; (4) A separate final judgment will be entered consistent with this Memorandum Opinion and Order.
