MINUTE ORDER granting #23 Motion for Leave to File Surreply: Plaintiff moves to file a surreply to Defendants' #7 motion to transfer. Although surreplies are generally disfavored, the decision whether to grant leave is committed to the sound discretion of the Court. Banner Health v. Sebelius, 905 F. Supp. 2d 174, 187 (D.D.C. 2012). The Court finds that Plaintiff's surreply responds to a discrete matter that arose in Defendants' reply, that consideration of this matter will be helpful in resolving the pending motion, and that Defendants will not be prejudiced by the Court considering this matter.
