Filing 141 ORDER issuing Writ of Habeas Corpus. The Court hereby ISSUES a Writ of Habeas Corpus pursuant to 28 U.S.C. 2254. Respondents are ORDERED to release Petitioner forthwith from any and all custodial constraint arising from his February 1999 conviction in San Diego County Superior Court Case No. C186979, and to refrain from contending that the conviction is not null and void. Respondents are DIRECTED to notify any and all agencies which Respondents have notified of the fact of Petitioner's arrest, prosecution and conviction, that the conviction has been declared null and void.
