ORDER granting in part 20 Defendants' Motion for Summary Judgment and Dismissing State Law Claims Without Prejudice: Defendants motion is GRANTED as to the first three causes of action for violation of Plaintiffs federal constitutional rights. All remaining causes of action are based on state law. The state law claims are DISMISSED WITHOUT PREJUDICE to allow Plaintiff to pursue them in state court if he so chooses. Signed by Judge M.
