ORDER: (1) Dismissing Civil Action Without Prejudice for Failing to Pay Filing Fee and/or Failing to Move to Proceed In Forma Pauperis; and (2) Dismissing Civil Action for Lack of Proper Venue. For the reasons stated herein, the Court hereby dismisse s this action sua sponte without prejudice for failing to pay the $350 filing fee or file a Motion to Proceed IFP pursuant to 28 U.S.C. §§ 1914(a) and 1915(a). It is further ordered that this case is dismissed without prejudice for lack of proper venue pursuant to 28 U.S.C. §§ 1391(b) and 1406(a). The Clerk of Court shall close the file.
