Filing 23 ORDER Granting 15 Motion to Dismiss. Plaintiff's sole federal claim under 42 U.S.C. § 1983 is Dismissed without prejudice. Pursuant to 28 U.S.C. § 1367(c)(3), the Court declines to exercise supplemental jurisdiction over Plaintif f's remaining state law claims, and thus those claims are also Dismissed without prejudice. The Court will afford Plaintiff one last opportunity to amend his complaint to state a cognizable federal claim.
