The Court agrees with the Government that subject matter jurisdiction is lacking to entertain any of the claims asserted by Petitioners, either in the original or the proposed amended complaint. Accordingly, the Court grants the Government's motion to dismiss. The proposed amended complaint does not, in fact, cure any of the defects identified by the Government.
