Court declines to exercise supplemental jurisdiction over Hightech's state law breach of contract claim, Hightech's request for dedlaratory relief, pursuant to 28 USC 1367(c). Court orders th e entry of default 37 against Third Party Defendant Montazeran set aside. Pursuant to Rule 12(b)(6), Court dismisses with prejudice Hghtech's claims against Third Party Defendant Montazeran. All Third Party Defendants are dismissed from the case.
