If Petitioner wishes to proceed with this action, he must either pay the $5.00 filing fee or submit a request to proceed in forma pauperis and file a First Amended Petition which states a cognizable habeas claim on or before 8/28/2019. If Petitioner wishes to challenge the conditions of his confinement, he should file a civil rights complaint pursuant to 42 U.S.C. 1983, which will be given a separate civil case number.
