Filing 3 Minute Order by Judge Jinsook Ohta: Plaintiff informs the Court that he plans to file an application to proceed in forma pauperis (IFP) and seeks leave to file his prospective IFP application under seal. [Dkt. 2]. In moving to file under seal, a plaintiff must establish "good cause." See Ctr. for Auto Safety v. Chrysler Grp., LLC, 809 F.3d 1092, 109698, 1102 (9th Cir. 2016). Because Plaintiff does not provide reasons why the contents of his application should be shielded from public view, his motion to seal the IFP Application is DENIED. Plaintiff must either (1) file a IFP motion or (2) pay the civil filing fee by February 7, 2024.
