But plaintiff reports he is "a minor age 16." (See ECF 2, at 1.) A minor cannot proceed without a representative in federal court. See Fed. R. Civ. P. 17(c). By February 1, 2024, either (A) plaintiff's guardian must file a new complaint and IFP petition, if appropriate, in the guardian's name on behalf of plaintiff or (B) plaintiff must inform this Court he has no such guardian, at which time the Court will appoint him one or consider other protective action. See Fed. R. Civ. P. 17(c)(2) ("The court must appoint a guardian ad litemor issue another appropriate orderto protect a minor... who is unrepresented in an action.").
