ORDER entered: Appellant's motions collectively seeking for leave to proceed in forma pauperis (IFP) are denied without prejudice for failure to submit a financial affidavit. A compliant request for in forma pauperis status consists of a motion and a fully completed Form 4, Financial Affidavit. A copy of Form 4 is enclosed to the appellant. The district court denied appellant's request to proceed in forma pauperis ("IFP") on June 26, 2023 in Docket No. 1:71-cv-04523 (D.R.I.). Accordingly, appellant is not eligible to proceed in forma pauperis without further authorization pursuant to Rule 24(a)(3) of the Federal Rules of Appellate Procedure because he was not previously granted permission to proceed in forma pauperis in the District Court action as required by that rule. Appellant's failure to either pay the $505.00 fee to the clerk of the district court or file a compliant request for in forma pauperis status by October 30, 2023 will result in the appeal being dismissed for lack of diligent prosecution.
