June 4, 2026 Opinion or Order ORDER entered: Appellants' motion for transcripts at government expense is denied without prejudice to refiling such motion in the district court. Any such motion must specify the issues Appellants intend to raise on appeal and must demonstrate to the district court "that the appeal is not frivolous (but presents a substantial question)." See 28 U.S.C. 753(f). Accordingly, on or before June 18, 2026 , Appellants are directed to either 1) file a motion for transcripts at government expense in the district court and provide this court with proof of filing, or 2) make satisfactory financial arrangements with the applicable court reporters and file compliant transcript order forms. If the district court denies Appellants' motion for transcripts at government expense, Appellants are directed to refile the motion seeking transcripts at government expense in this court.
