ORDER (RESTREPO, PORTER and MONTGOMERY-REEVES, Circuit Judges) Appellants request for a certificate of appealability is denied. See 28 U.S.C. 2253(c). Jurists of reason would agree, without debate, that most of Appellants claims in his habeas petition were properly dismissed by the District Court as untimely, for essentially the reasons set forth in the District Courts opinion. See Slack v. McDaniel, 529 U.S. 473, 484 (2000); Holland v. Florida, 560 U.S. 631, 649 (2010); Wallace v. Mahanoy, 2 F.4th 133, 151 (3d Cir. 2021). Even assuming that Appellants claims pertaining to the victims autopsy report were timely, reasonable jurists could not debate that those claims were inexcusably procedurally defaulted. See Martinez v. Ryan, 566 U.S. 1, 14 (2012); Gaines v. Superintendent Benner Twp. SCI, 33 F.4th 705, 71011 (3d Cir. 2022); Hill v. Lockhart, 474 U.S. 52, 59 (1985).. Panel No.: DLD-104.
