JUDGMENT FILED - Appellant Brauns motion for leave to proceed in forma pauperis is granted [ # 4938745-2 ]. This court has reviewed the original file of the district court. The district courts order denying the motion for preliminary injunction is affirmed. See 8th Cir. R. 47A(a). The remainder of the appeal is dismissed for lack of jurisdiction because there is no final decision. See 28 U.S.C. 1291. The full $505 appellate and docketing fees are assessed against the appellant. Appellant will be permitted to pay the fee by installment method contained in 28 U.S.C. sec. 1915(b)(2).
