| JUDGE ORDER: The letter that Tevonta Tiller mailed to the district court on October 2, 2023 is construed as a motion to reopen the time to appeal. The case is remanded to the U.S. District Court for the Southern District of Iowa for the limited purpose of allowing the district court to consider whether to reopen the time for appeal under Federal Rule of Appellate Procedure 4(a)(6). Upon an entry of an order in connection with that issue, the district court shall certify the order to the Court of Appeals for further action in connection with this pending appeal.
