The Complaint filed March 28, 2022 (ECF No. #5 ) is construed as a motion to reconsider the Court's March 17, 2022, order (ECF No. #4 ) and is denied. Leave to proceed in forma pauperis on appeal is denied. The Court certifies pursuant to 28 U.S.C. 1915(a)(3) that any appeal from this order would not be taken in good faith. See Coppedge v.
