Filing 6 NOTICE OF INSUFFICIENCY. The plaintiff has filed a motion for leave to proceed in forma pauperis - in other words, he has asked the Court's permission to begin a civil lawsuit without pre-paying the filing fee. The plaintiff is currently detained at the New Haven Correctional Center. (See Complaint, ECF No. 1, at 2.) When detained persons seek leave to begin a civil action in forma pauperis, the District of Connecticut requires that they complete an application form specific to the incarceration context. In this case, the plaintiff used the form for non-prisoner matters. Additionally, when detained persons seek leave to proceed in forma pauperis, 28 U.S.C. 1915 requires that they submit a certified copy of their inmate trust account statement. Here, the plaintiff did not do so.The Clerk of the Court is directed to send the plaintiff a blank copy of the "Prisoner's Application to Proceed In Forma Pauperis in a Civil Rights Action" form. The plaintiff is directed to complete and return the form, along with a certified copy of his inmate trust account statement, by October 7, 2022.The plaintiff is respectfully reminded that all of his entries on the application form must be true, correct, and complete. In his complaint, the plaintiff alleges that he owns a trucking company and recently earned $168,000 per year. In one of his other cases, Lexis v. Desena, 22-cv-1066, he alleged that he owns four acres of land in the Dominican Republic. None of these assets appear on his current in forma pauperis application. When the plaintiff re-files, his new application must list these assets or explain in detail why they should not be considered.
