Filing 9 ORDER: Upon review and pursuant to 28 U.S.C. 636(b) and Rule 72.2 of the Local Rules for United States Magistrate Judges (D. Conn.), Magistrate Judge Spector's recommended ruling (ECF No. #8 ) is hereby ACCEPTED, absent objection. For the reasons set forth in the recommended ruling, the plaintiffs' complaint is hereby DISMISSED without prejudice; the plaintiffs' "abuse of power", "Badge Act" claims, and any claims against defendant Ned Lamont, are hereby DISMISSED with prejudice; and the motion for leave to proceed in forma pauperis (ECF No. #2 ) is hereby DENIED without prejudice. Any amended complaint shall be filed by October 28, 2023. If the plaintiffs fail to timely file an amended complaint, the Clerk shall close this case. Signed by Judge Alvin W. Thompson on 10/16/2023. Filing 8 RECOMMENDED RULING: For the reasons set forth in the attached Recommended Ruling, the plaintiffs' Motion to Proceed In Forma Pauperis (Doc. No. #2 ) is DENIED without prejudice. Insofar as the plaintiffs still wish to jointly proceed IFP, on or before October 28, 2023, they shall each submit an appropriate motion that attaches fully and properly completed financial affidavits demonstrating the plaintiffs' collective inability to pay the filing fee. Similarly, the Court recommends that the entire Complaint be DISMISSED without prejudice due to its failure to adequately allege personal involvement, and that the plaintiffs' "abuse of power" and "Badge Act" claims, as well as any claims against defendant Ned Lamont, be DISMISSED with prejudice. Any Amended Complaint must be filed on or before October 28, 2023. If the plaintiffs elect to file an Amended Complaint, that pleading must comply with the Federal and Local Rules of Civil Procedure. It must be captioned "Amended Complaint," and will completely supersede (that is, replace) the current Complaint. Before filing any Amended Complaint, the plaintiffs must carefully review this Recommended Ruling and ensure that any Amended Complaint addresses the deficiencies identified herein. The Court will review the Amended Complaint pursuant to 28 U.S.C. 1915(e)(2)(B). If the Amended Complaint fails to state a claim for which relief may be granted as to any claim already reviewed by the Court, such claims may be dismissed with prejudice upon review under 28 U.S.C. 1915(e)(2)(B). This is a recommended ruling. See Fed. R. Civ. P. 72(b)(1). Any objections to this recommended ruling must be filed with the Clerk of the Court within fourteen (14) days of being served with this order. See Fed. R. Civ. P. 72(b)(2). Any party receiving notice or an order or recommended ruling from the Clerk by mail shall have five (5) additional days to file any objection. See D. Conn. L. Civ. R. 72.2(a). Failure to timely object will preclude appellate review. See 28 U.S.C. 636(b)(1); Fed. R. Civ. P. 72, 6(a), 6(e); D. Conn. L. Civ. R. 72.2; Small v.
