The Defendants' #63 Motion for Summary Judgment is GRANTED. The Defendant-Intervenors' #61 Cross-Motion for Summary Judgment is GRANTED IN PART and DENIED IN PART. The Defendant-Intervenors' motion is DENIED to the extent it challenges the Plaintiffs' standing and argues that the case is moot, and otherwise GRANTED. IT IS FURTHER ORDERED that final judgment be entered in favor of the Defendants and Defendant-Intervenors and against the Plaintiffs on all counts. This is a final, appealable Order.
