Filing 41 MEMORANDUM OPINION: Upon consideration of Defendants' motion to dismiss, or, in the alternative, to transfer venue, Dkt. 23 , the Court will GRANT the motion to transfer Plaintiff's claims against the individual defendants to the U.S. Dist rict Court for the Eastern District of Virginia.
