It is Petitioner's position that an appropriate translation has previously been provided. Petitioner further notes that the parties had previously engaged in discussions regarding a resolution of their dispute, but those discussions were delayed by "significant political transitions in Bolivia, a change in leadership at ESM, and the on-going COVID-19 pandemic." Petitioner requests that the Court extend the time to effectuate service under 28 U.S.C. 1608(b)(2) or (b)(3) for an additional period of six months.
