It is further ORDERED that Plaintiff shall effect service in compliance with Federal Rule of Civil Procedure 4, and shall file proof of service with the Court, on or before March 20, 2020. Plaintiff is cautioned that, if he fails to do so and fails to demonstrate that there is good cause for the Court to extend the time for him to effect service for an appropriate period, the Court will dismiss this action without prejudice pursuant to Rule 4(m).
