MINUTE ORDER: The plaintiff's pending motion #11 for a temporary restraining order or a preliminary injunction is DENIED, for the reasons stated in the Order Denying Motion for Emergency Relief [Dkt. 5]. Although docketed as a motion, the instant filing is in fact a Memorandum of Points and Authorities, which the plaintiff failed to include with the initial TRO/PI motion. See Order at 2 (noting that the plaintiff "refers" to a memorandum, "which he has not supplied"). In any event, the generalized assertions comprising the memorandum provide no basis for granting injunctive relief before the defendants, who have been served and are now in the case, can be heard in opposition.
