December 4, 2019 Opinion or Order MINUTE ORDER. Pending before the Court is #8 Plaintiff's Second Motion to Receive Electronic Notifications. On November 8, 2019, this Court construed Mr. Edwards' pro se "Motion to Receive Electronic Notifications" as a "Motion for CM/ECF User Name and Password." Min. Order of Nov. 8, 2019. The Court denied without prejudice Mr. Edwards' motion for his failure to comply with Local Civil Rule 5.4(b)(2). Id. Although Mr. Edwards is proceeding pro se and pro se litigants are afforded more leeway than a party represented by counsel, Mr. Edwards must comply with the Local Civil Rules. See Standing Order, ECF No. #5 at 1 ("Counsel and pro se litigants are expected to comply with the Local Civil Rules of this Court."); see also Moore v. Robbins, 24 F. Supp. 3d 88, 97 (D.D.C. 2014). Local Civil Rule 5.4(e) requires a pro se party, like Mr. Edwards, to file with the Clerk and serve documents in paper form, "unless the pro se party has obtained a CM/ECF password." LCvR 5.4(e). Mr. Edwards cannot participate in electronic filing until he complies with Local Civil Rule 5.4(b)(2). Mr. Edwards must meet the requirements set forth in Local Civil Rule 5.4(b) to obtain a CM/ECF user name and password. Local Civil Rule 5.4(b)(2), in relevant part, provides: "To obtain leave of Court, the pro se party must file a written motion entitled 'Motion for CM/ECF User Name and Password,' describing the party's access to the internet, confirming the capacity to file documents and receive filings electronically on a regular basis, and certifying that he or she either has successfully completed the entire Clerk's Office on-line tutorial or has been permitted to file electronically in other federal courts." LCvR 5.4(b)(2). Because Mr. Edwards has failed to comply with Local Civil Rule 5.4(b)(2), Mr. Edwards' Motion to Receive Electronic Notifications, ECF No. 8, is DENIED WITHOUT PREJUDICE. Mr. Edwards shall file a proposed order with each motion. See LCvR 7(c) ("Each motion and opposition shall be accompanied by a proposed order."). The Clerk of Court is directed to send a copy of this Minute Order and a copy of the Local Civil Rules to Mr. Edwards' address of record via first-class mail, certified receipt.
