January 15, 2020 Opinion or Order MINUTE ORDER. Plaintiff previously emailed the Court attaching the service documents which have now been entered on the docket. ECF No. 8. The Court points Plaintiff to the Local Rules of the U.S. District Court for the District of Columbia which state that, "[e]xcept when requested by a judge, correspondence shall not be directed by the parties or their attorneys to a judge." LCvR 5.1(a). Reviewing Plaintiff's #8 Notice Regarding Service, it does not appear that Plaintiff has identified the "receptionist" with whom the service documents were left. Without the identity of the receptionist, the Court cannot decipher whether or not the receptionist was an authorized agent of service. And, in email communications with Plaintiff, Defense counsel has indicated that there is no one authorized to accept service for Defendant at the office to which the service documents were delivered. Plaintiff is ordered either to file a Notice indicating why his service was appropriate under Federal Rule of Civil Procedure 4 or to perfect service on Defendant in compliance with the Rules. After Defendant has been properly served, the Court will schedule a teleconference to discuss Plaintiff's #6 Motion for a Temporary Restraining Order. The Court notes that this Motion is the second such Motion that Plaintiff has filed after he voluntarily withdrew his first Motion on January 2, 2020.
