MINUTE ORDER denying Plaintiff's #2 Motion for Leave to Proceed In Forma Pauperis, denying Plaintiff's #3 Motion to Appoint Counsel. In light of Plaintiff's payment of the full $350 filing fee on May 22, 2020, it is hereby ORDERED that his #2 Motion for Leave to Proceed In Forma Pauperis is DENIED AS MOOT. Plaintiff has also moved for appointment of counsel to "represent him in this case pursuant to 28 U.S.C. 1915(e)(1)," but Plaintiff "is not proceeding in forma pauperis and therefore does not qualify for appointment of counsel from the Court's Civil Pro Bono Panel." Bickford v. Gov't of U.S., 808 F. Supp. 2d 175, 183 (D.D.C. 2011); see LCvR 83.11(b)(3). Accordingly, it is further ORDERED that Plaintiff's #3 Motion to Appoint Counsel is DENIED.
