MINUTE ORDER: As Plaintiff's Complaint falls within the scope of this Court's pre-filing injunction in No. 18-461 and he has not sought leave to file, the Court ORDERS that: 1) Plaintiff's #2 IFP Motion is DENIED; and 2) The case is DISMISSED.
