MINUTE ORDER: Plaintiff's request for a Temporary Restraining Order/Preliminary Injunction, ECF No. #1 -1 is hereby DENIED. Plaintiff has not complied with Local Civil Rule 65.1, which requires a separate motion seeking emergency relief. Plaintiff also has not addressed the factors necessary for establishing a right to preliminary injunctive relief. See Chaplaincy of Full Gospel Churches v. England, 454 F.3d 290, 297 (D.C. Cir. 2006). Moreover, the nature of the alleged harm is unclear from Plaintiff's 244 paragraph (not including sub-paragraphs) and it is not clear that any potential harm is irreparable. Id. ("A movant's failure to show any irreparable harm is therefore grounds for refusing to issue a preliminary injunction....").
