MINUTE ORDER: On May 19, 2021, this Court issued a Minute Order directing plaintiff either to submit an application to proceed in forma pauperis or pay the $402 filing fee in full. Plaintiff submitted a timely response, ECF No. 9, which does not comply with the Minute Order. Review of the docket confirmed that no filing fee has been paid to this Court or to the United States District Court for the Southern District of New York prior to transfer of this action. It is hereby ORDERED that, within 30 days of this Order, plaintiff pay the $402 filing fee in full, or, alternatively, shall file an application to proceed in forma pauperis. If plaintiff fails to comply with this Minute Order, the Court may dismiss the complaint and this civil action without prejudice. So ordered by Judge Dabney L. Friedrich on June 7, 2021. (psu2)

MINUTE ORDER. The U.S. District Court for the Southern District of New York transferred this action to this Court without requiring payment of the filing fee pursuant to 28 U.S.C. 1914 or granting leave to proceed in forma pauperis (IFP) under 28 U.S.C. 1915. Within 30 days from the entry date of this order, plaintiff shall either pay the $402 filing fee applicable to this civil action or file an IFP motion. Failure to do either will result in dismissal of the case without prejudice. The Clerk shall enclose with this order an IFP form application, which plaintiff may complete or use as a guide. TRANSFER ORDER: The Clerk of Court is directed to mail a copy of this order to Plaintiff and note service on the docket. The Clerk of Court is further directed to transfer this action to the United States District Court for the District of Columbia. Whether Plaintiff should be permitted to proceed further without prepayment of fees is a determination to be made by the transferee court. A summons shall not issue from this Court. This order closes this case. The Court certifies, pursuant to 28 U.S.C 1915(a)(3), that any appeal from this order would not be taken in good faith, and therefore in forma pauperis status is denied for the purpose of an appeal.
