MINUTE ORDER. This matter is not "related" to Goodluck v. Biden, No. 21-cv-1530, see ECF No. #2 , pursuant to this court's related-case rule, see L. Civ. R. 40.5. Although the case generally concerns a delay in receiving an interview to adjudicate 2021 diversity visa lottery applications, this particular Plaintiff's case, and the specific facts and circumstances of his pending diversity visa application, does not "involve common issues of fact" with the claims brought by the multitude of plaintiffs in Goodluck, who have made systemic challenges to the State Department's processing of diversity visas in Fiscal Year 2021.
