Although the case generally concerns a delay in receiving an interview to adjudicate 2021 diversity visa lottery applications, these particular Plaintiffs' case, and the specific facts and circumstances of their pending diversity visa applications, do not "involve common issues of fact" with the claims brought by the multitude of plaintiffs in Goodluck, who have made a systemic challenges to the State Department's processing of diversity visas in Fiscal Year 2021.
