MINUTE ORDER denying Plaintiff's #15 Motion to Amend Complaint, Motion to Complete Service of Process. Federal Rule of Civil Procedure 15(a)(2) provides that the Court may grant leave to file when "justice so requires," but Plaintiff's conclusory filing does not meet this standard. The Court finds no merit in Plaintiff's argument that he has somehow suffered unfairness because the federal government has "raised several claims within [the] Motion to Dismiss which in the D.C. Superior Court Federal Defendant would not have." The Court denies the Motion to Complete Service because Plaintiff is proceeding in forma pauperis and the Court, not Plaintiff, is responsible for the issuance of summonses and the execution of service of process.
