MINUTE ORDER: First, having considered #3 Plaintiff's Motion for TRO/Preliminary Injunction, and acknowledging that Plaintiff has filed a superseding motion requesting the same relief, the Court DENIES #3 Plaintiff's Motion for TRO/Preliminary Injunction as moot. Second, having considered #4 Plaintiff's Motion for Protective Order, the Court DENIES the motion. The Court finds that it is premature to enter a protective order. Defendants have yet to enter an appearance in this case, and Plaintiff has not included any certification that she has conferred or attempted to confer with Defendants to discuss this issue prior to filing her motion, which is required under FRCP 26(c)(1). The Court finds that Plaintiff's concerns regarding sensitive information in her complaint have been resolved by the #7 Memorandum Opinion and Order from Chief Judge Boasberg granting her motion to file under seal. The Court encourages Plaintiff to confer with Defendants in submitting a joint motion for a protective order regarding discovery-specific concerns when appropriate. Third, having considered #8 Plaintiff's Motion for an Ex Parte TRO, the Court DENIES the motion for a TRO. A TRO is an extraordinary remedy. An ex parte TRO issued without notice to the adverse party is even more extraordinary. Plaintiff, proceeding pro se, has not described any efforts to give notice to Defendants, nor is the Court convinced that notice should not be required. Plaintiff therefore has not complied with the requirements of FRCP 65(b)(1). Finally, the Court DEFERS ruling on #8 Plaintiff's Motion for a Preliminary Injunction. It appears that Defendants have not been served. Plaintiff did not provide a certificate of service with her #1 Complaint, and Defendants have not entered an appearance in this case. At this time, the Court will not rule on the preliminary injunction before Defendants have an opportunity to be heard. The Court reminds Plaintiff that she must serve Defendants with a copy of the summons and the complaint, as described in FRCP 4(i), by November 14, 2023. Signed by Judge Jia M.
