MINUTE ORDER. Petitioner's motion #4 to reconsider the order denying leave to file a nonconforming pleading and to proceed in forma pauperis in this miscellaneous case is DENIED. "Rule 59(e) permits a court to alter or amend a judgment, but it may not be used to relitigate old matters." Leidos, Inc. v. Hellenic Republic, 881 F.3d 213, 217 (D.C. Cir. 2018) (cleaned up).
