Local Civil Rule 83.2(c)(2) requires attorneys seeking to appear pro hac vice to include a declaration that sets forth, among other things, the attorney's office address, a list of all bars to which the attorney has been admitted, and "whether the attorney, if the attorney engages in the practice of law from any office located in the District of Columbia, is a member of the District of Columbia Bar or has an application for membership pending." Attorney Zaid El Oud's declaration sets forth his D.C. address and D.C. bar membership, but nevertheless certifies that "I am not currently a member of the District of Columbia bar and do not engage in the practice of law from an office located within the District of Columbia."
