March 31, 2026	Filing 2 ENDORSED ORDER. Plaintiff, Timmy Kinner, an inmate of the Florida penal system, filed a pro se #1 document titled, "Motion to File/Preserve Evidence for Record." The filing is unclear, though it appears he is asking the Court to "preserve" as evidence for a future civil rights action a meal bag that he contends contained an inedible, stale kosher meal. He also complains that prison officials have retaliated against him, physically harmed him, and threated to kill him. Kinner's filing is not a proper complaint, does not include all of the information required by the court-approved civil rights complaint form, and cannot commence a civil action. See Fed. R. Civ. P. 3 ("A civil action is commenced by filing a complaint with the court."); see also M.D. Fla. R. 6.04(a) ("A pro se person in custody must use the standard form[.]"). Accordingly, the Clerk of Court shall close this case and send Kinner a civil rights complaint form. If Kinner chooses to refile his claims, he may do so on the provided form.
