ORDER granting 11 Motion to Dismiss Party; granting 11 Motion to Dismiss for Failure to State a Claim. Plaintiff's claims against Defendant Clinch County are dismissed. Clinch County is no longer a party to this lawsuit. Plaintiff's official capacity claims raised against Defendant Elexis Williams are also dismissed. The stay of discovery is lifted.
