Filing 12 ORDER AND OPINION. The instant pro se civil action is ALLOWED TO PROCEED as any other civil action. The Clerk is DIRECTED to send Plaintiff the USM 285 form, summons, and initial disclosures form, to be completed as outlined in the order, and retur ned within 20 days from the entry date of this order. Upon receipt of forms, the Clerk is DIRECTED to prepare a service waiver package for each Defendant. Should a Defendant not return the Waiver of Service form to the Clerk within 35 days of the da te the service waiver package was mailed, the Clerk is DIRECTED to prepare and transmit to the USM a service package for said Defendant, for service by USM.
