OPINION AND ORDER. Defendant United States Motion for Dismissal of or alternatively for Summary Judgment on Claims of Nadir Tejani 17 is GRANTED. Plaintiff Nadir Tejanis claims, under 7 U.S.C. § 2023 and 5 U.S.C. § 701 et seq., are DISMISSED.
