ORDER DIRECTING the Clerk to TRANSFER this case to the Middle District of Georgia for such further proceedings as that court deems warranted. See 28 U.S.C. 1404(a). If Young believes that venue over his claims lies in Northern District of Georgia, he should (A) file in this Court a Civil Rights Complaint Pursuant to 42 U.S.C. 1983 identifying the basis for venue here and (B) either (1) pay the $400 due in case initiation fees or (2) submit an application for permission to proceed in forma pauperis ("IFP"). Section 1983 complaint and IFP application forms should be available in the Macon State Prison library, and, if they are not, Young may request copies by writing to the Clerk of the Court.
