ORDER - Because Plaintiff has failed to file a complaint, however, there is no case or controversy before the Court to justify appointment of a special master. Accordingly, the motion, [Doc. #2 ], is DENIED. The Clerk is DIRECTED to send Plaintiff a 28 U.S.C. 1331 Bivens complaint form along with an in forma pauperis application form. Should Plaintiff wish to file a complaint raising his claims regarding contaminants in the drinking water at the prison, he is DIRECTED to complete the complaint and in forma pauperis forms and return them to the Clerk within thirty days of the date of this order. Plaintiff is advised that his failure to timely submit the completed forms to this Court will likely result in the dismissal of this action.
