Order to Dismiss: Since the express terms of 28 U.S.C. 351(a) required Williams to file his Complaint with the Clerk of Court for the Eleventh Circuit Court of Appeals, this Court lacks subject matter jurisdiction over this matter and must dismiss Williamss claims. To the extent Williams intends to pursue these claims, he must refile his Complaint with the Clerk of Court for the United States Court of Appeals for the Eleventh Circuit.
