ORDER: Because this Court lacks subject matter jurisdiction over this case and Plaintiff's complaint fails to state a claim on which relief may be granted, this case is DISMISSED WITHOUT PREJUDICE. Considering Plaintiff's pro se status, the Court will grant Plaintiff leave to file an amended complaint within 14 days from the date of this Order. If Plaintiff files such an amended complaint, the Clerk is DIRECTED to reopen the case and resubmit the matter to the Court for a frivolity review.
