Filing 4 ORDER DIRECTING Plaintiff to refile a complete Application to Proceed in District Court Without Prepaying Fees or Costs with the Court on or before Friday, October 23, 2020. The Clerk is DIRECTED to send Plaintiff a blank copy of the application to the address on record. Failure to file a complete IFP application will result in the Court's denying Plaintiff's motion for leave to proceed IFP, which would require him to pay the $400 filing fee before proceeding in this action. If Plaintiff fails to refile his IFP application, the Clerk is DIRECTED to resubmit this matter to the undersigned on Friday, October 30, 2020. If Plaintiff wishes to proceed in this action, he should also file an Amended Complaint with the completed IFP application. A failure to file an Amended Complaint will lead to the Court conducting a frivolity analysis on the current complaint. If the current complaint does not contain any allegations for the Court to conclude that Plaintiff may be entitled to relief under a viable legal theory, then the undersigned may recommend that the District Judge dismiss the complaint.
