Order affording Starks three weeks to decide how he would like to proceed. If he would like to voluntarily dismiss any (or all) of his complaints and avoid becoming liable to pay the $350 filing fee for each case dismissed, he must do so by filing a notice of voluntary dismissal under Federal Rule of Civil Procedure 41 listing the civil action number of each case he wishes to dismiss within twenty-one days of the entry date of this Order. Alternatively, for each civil action that he does not voluntarily dismiss, Starks must file a signed amended complaint that names a defendant subject to suit under 1983 and includes all allegations necessary to state a claim against such defendant(s) within twenty-one days of the entry date of this Order.
