ORDER - Plaintiff pro se seeks to file this civil complaint without prepayment of fees and costs or security therefore pursuant to 28 U.S.C. 1915(a). After consideration of plaintiff's Amended IFP Application #3 , without regard to the merits of this case, the undersigned GRANTS plaintiffs request to proceed in forma pauperis.
