ORDER: Because Plaintiff has not met the statutory requirements for issuing an ex parte temporary restraining order under Rule 65(b), the Court DENIES Plaintiff's Motion insofar as it requests a TRO on the briefing alone. The Court reserves ruling on preliminary injunctive relief until Defendant has been properly notified of this action, Defendant has had an opportunity to respond, and the Court has held a hearing on the matter. The Court ORDERS Plaintiff serve, in accordance with the applicable law, Defendant with a copy of (1) the Complaint, (2) the Motion for Preliminary Injunction, (3) the Motion for Expedited Discovery, and (4) this Order. Upon notification of service on Defendant, the Court will schedule a hearing as soon as practical.
